High CPU Use - 10.6.2 32-bit

Description

I thought this might be related to #1884, but after looking at that, this is a little different. While idling in certain areas of Windows 7 Pro, the CPU usage is really low, in what I'd call "normal", but at certain areas such as the login screen, the CPU usage jumps up to almost the max for both processors. We have similar setups running on other Macs, but I don't see anything like this. Also, anytime you install a program or run anything that normally is decently processor intensive, the CPU is maxed out, but it seems to be going slower than normal. Installing the Cisco VPN Client, which normally takes only 2-3 minutes at most, took well over 10, CPU maxed out the entire time. Tried jockeying some settings and nothing seemed to work.

I think the major exception here is that this Macbook Pro is running Snow Leopard in 32-bit mode without the 64-bit extensions. See the attached system report for more machine info.
