VirtualBox fails to restart 5 seconds after closing

On a 64-bit Windows 7 SP1 host, using Task Manager to monitor when VBoxSVC.exe is running... Start VirtualBox Manager GUI (VirtualBox.exe), which starts VBoxSVC. There are four VMs, but all of them powered off. Close the GUI Wait about 5 seconds, so VBoxSVC is still running, but VirtualBox.exe is not (according to Task Manager) then try to restart the GUI. Task Manager shows that VirtualBox.exe has started again, but no window appears on the screen. After about 30 seconds, I get a message box say "Critical Error", with these details:

Failed to create the VirtualBox COM object.

The application will now terminate.

Additional info: VBoxSVC normally exits about 10-13 seconds after I close the GUI with no VMs running.
