No bridged network adapters available on 32-bit Win7 with VB 4.0.4

When I select "Bridged Adapter" for the network in the VM settings, there are no adapters available in the "Name" pull-down and I get an error "On the Network Adapter 1 page, no bridged network adapter is selected". The solutions in #3654 (repair installation) and #7040 (increase number of network filters) do not work. When I run the installer with -logging, I find an error installing the netadp driver, which seems like it might be related. The log files are attached.
I am running 32-bit Windows 7 build 7600(no service pack), and trying to install VirtualBox 4.0.4 70112.
