Bridged network on 3.1.4 only works if 'eth0' has an active physical link

Description
As 3.1.4 has just come out, I've filed the bug against this version as well.
Same issue as #6174.
The type of guest OS is irrelevant as far as I can test (linux/win).
Hardware: Nvidia onboard GBit ethernet (MCP55) NIC driver: /lib/modules/2.6.31.12-0.1-desktop/kernel/drivers/net/forcedeth.ko

It's really not useful to file a bug for each version. Just update the original defect.

Small correction:
VMs that have been added to the bridge can see each other, but the host is only available if 'eth0' has an active physical link.
