New and Add missing from virtual media manager

Description
In version 4.x the New and Add buttons have gone missing from the Virtual Media Manager. While you can still make a new one or browse a file in the the new machine wizard, the function should be returned to the VMM as well. Removal of features in an upgrade is not desirable.

Since use of the VMM was reported as deprecated on purpose, I went hunting and found that if you go into the settings for a VM under Storage that you can create a new hard disk from in there. While this is a change in workflow from previous versions, this does seem an acceptable replacement for using the VMM in this case. As long as the deletion of drives is still retained in the VMM there is no loss of function (just ease), you just have to go to different places for different tasks vs using a single interface for both. Personally I don't see why you would remove the new and add buttons for hard disks in the VMM at that point. The ability and function is still there, you just created a more complicated system and reduced flexibility.
