Unable to allocate and lock memory

Since I upgraded from 3.2.12 to 4.0.0 I have been getting "Unable to allocate and lock memory" messages from VMs that used to start without issue. There is sufficient memory available, and the machines will start if is simply un-pause them with out making any other changes to the VMs or environment.
