VMs don't start with top-down memory allocation

When using the top-down memory allocation strategy on Windows 7 64bit, VMs fail to start with this error:

Unknown error creating VM (VERR_SYMBOL_VALUE_TOO_BIG).

To reproduce, set HKLM\System\CurrentControlSet\Control\Session Manager\Memory Management\AllocationPreference REG_DWORD = 0x100000, reboot, and try to start a VM.
