USB issues under Windows 7 — at Initial Version

Description
There are several problems with USB support under Windows 7 with virtualbox 3.1.2
First, if I just connect to a USB device, Windows 7 detects it but does not install the proxy virtualbox usb device. It just reports that it connected and disconnected. If I then reboot and connect while the system is still loading (or add to the filters), it then attaches fine.
The second problem is that it attaches the USB devices to the USB 1.1 controller/hub instead of USB 2.0 in the VM.
If you try to connect a high speed USB 2.0 device (video capture device, flashdrive), it reports that it can perform faster and I can see that it's attached internally to the wrong root USB controller (the USB 1.1 one).
Of course, this happens when I use USB 2.0 (it's turned on)
