It looks like a duplicate to me. If you are brave, you could have a try with the 2.2 beta release, otherwise can you give it a try with 2.2 when it is released?

The problem persists in the current 2.2 beta, but it's apparently fixed in the SVN, which I cannot test.

Confirmed; the guest additions in 2.20 Beta 2 now install correctly.
