UEFI doesn't see floppy images

Description

When you attach a floppy controller with a 1.44 floppy image FAT12 formatted with EFI/boot/bootx64.efi in a 64bit machine, not only it doesn't start, but the floppy isn't even visible in File Explorer.

Same problem is seen in VirtualBox 6.1.48

The uploaded floppy example should be bootable according to UEFI 2.10 sections 13.3.4.1 and 13.3.4.2. After this failure, sometimes even after removing the floppy controller, hard disk and optical images which used to boot, don't boot anymore: the EFI shell appears and you have to launch bootx64.efi using "Boot from file".
