USB devices not being enumerated on 7.0.4

Description
Host Windows 11, upgraded VB to 7.0.4 from 7.0.2 and all VM's could not have access to external USB devices. Without the VM turned on, Settings, USB devices kept saying 'no USB devices'.
Downgrade and the USB enumeration is working again.
