PXE boot gets stuck and does not hand over to next boot option

Description

On Fedora Workstation 36 with VirtualBox 6.1.40 I can set a VM boot order of:1=PXE, 2=HDD AND if PXE boot is done (let's assume it did not receive a reply), then the next boot option is tried, i.e. HDD boot. With all previous VirtualBox 6.x versions PXE boot ended and handed over to HDD boot. When the HDD is empty you can read after PXE boot output: FATAL: No bootable medium found! System halted.

Installation of latest updates installed VirtualBox 7.0.4 and I noticed that the PXE boot gets stuck at its end, i.e. does not continue to HDD boot. The FATAL line does not appear. The VM is still responsive, though. I use RPMFusion to install VirtualBox. The problem can be reproduced with packages from virtualbox.org too: 7.0.0, 7.02, 7.0.4, and test build: https://www.virtualbox.org/download/testcase/VirtualBox-7.0.5-155126-Linux_amd64.run

Attached is the log of the VM when PXE boot is done, but does not continue to HDD.

To reproduce issue:

  1. create VM
  2. set boot order (System -- Motherboard -- Boot Order): 1=PXE, 2=HDD
  3. start VM
  4. wait for PXE boot to finish
