FWIW a workaround here worked for me:

https://apple.stackexchange.com/questions/410529/virtualbox-does-not-work-after-upgrading-to-big-sur

This part: Opened "System Preferences" -> "Security & Privacy". Found a message "System software from developer "Oracle America, Inc." has been updated. Clicked "Allow", then it asked for reboot so rebooted.

It appears some users do not see this message to click Allow on, but thankfully I did; and it worked. In my case it allowed attaching a startup disk (.iso) to boot the new VM in.
