Guest additions VNC screen resize detection code fails

Description
When accessing a client using VNC the code fails to detect a screen resize, meaning that clients can not be run 'headless', as the host has to be used to manually detect the resized screen.
This fault was introduced in 6.1.8, forcing me to continue to use 6.1.6 with the new versions of the other software, i.e. Virtualbox & Extension Pack.
p.s. A Debian client actually reports the error to the user.
