VM window size not restored after exiting save state

Description
Host Windows 10 1909 Guest Windows 10 2004 Set resolution to required size (1152 x 864) save machine state, start saved VM. Result is VM window initially set to preset resolution but changes after restore to 640 x 480.
Steps tested with other VMs various builds but does not fail.

I have been able to prove existence of bug in Windows 11. Difference the original window size is restored but then changed back to 640x480 and then 1024x768. Original size of window 1152x864. Non-saved VM shutdown restores window size correctly.
