Windows 10 hangs with High CPU Usage after changing number of Cores

Description

A Guest Windows 10 (Latest patches Aug 2019) built with a single core fails after initial startup when the CPU cores are changed to anything above 1. The machine usually stops with a black screen and the twirling dots and almost never reaches the login screen. The CPU usage sits at 100%

Building a new machine with multiple cores works fine. This appears to be a similar bug to one reported with Version 5.X of Virtual Box.

Host is Linux (OpenSUSE). Tried on two hosts, XEON and Desktop I4. Both systems are successfully running many other VirtualBox hosts, both Windows and Linux.
