Release of shift key not recognised in Guest when Hostkey is Shift-Ctrl

Description
When the Host Key is set to Right-Shift+Right-Ctrl, the release of the right shift key is not recognised when both shift keys are pressed and released. This leads to a behavior as if Caps Lock is active. Pressing and releasing the right shift key again ends this Caps Lock behavior.
The behavior has been observed with a Linux (Debian) Guest in an X11-Session as well as on the Linux Console. Even on the Grub Command Line this behavior occurred.
Using xev I could observe that there was no release event for the right shift key after pressing and releasing both shift keys.
Choosing a different Host Key solved the problem for me.
