Short form: the rpm is present for Fedora 26, but not Fedora 28.

Note that dnf selects the URI based on the release it's run on.
Apparently I'm not the only one who is experiencing this.

@tlhackque, I know that you posted the link to the forums already (and thank you for that!), but I have specific keywords so that I can track it, and I'm subscribing as well ;)

From what I've learned there is something going on in the server level. The links are there, but are not showing up for some reason. Until that gets resolved, download the rpm manually. It's the same thing.
