Transmit pauses still happen, not on Linux guests but on Windows host

Despite claim that bug #16221 has been fixed, that fix was at best partial. True, the send side pauses happen far less often than in version 5.1.10, but they still happen. They happen on Windows 10 host and on an interface that has no guests bound to it. I'm going to attach log from a guest, because it may have important information about the host, but this issue really applies to the host and not a guest.

Well, after upgrading to version 5.1.14 the problem got much worse. It's almost the same as with version 5.1.10. With version 5.1.12 the pauses were infrequent and lasted few seconds, but with version 5.1.14 installed the frequency has increased significantly and also the duration. It's not uncommon now for the pauses to last over a minutes and longer. I'm going to attach images showing the proof. One shown just the spikes for receive and nothing for send and the other sudden drop of send and and no send spikes after that. This interface is used to stream music, so there is constant flow of traffic, except when the send is paused obviously.

This bug seems to be introduced in 5.1.x. Not having any progress on the resolution I decided to go back to version 5.0.26 (the last one before upgrading to 5.1.x) and the issue went away. Not only this one was fixed, but also #16361. That was months ago, but I forgot to update the ticket. Recently I installed 5.0.40 and it's still very solid. Obviously 5.1 is really bad direction. A lot that was working previously got broken.

Obvious question: Any improvement if you decrease the number of VCPUs from 2 to 1? And independent from that, any improvement if you switch the network card from PCNet to E1000 T server (Windows XP has drivers)?

I've been trying to nail down this one for last few months, but I can't tell precisely when this was introduced. The reduction of the number of CPUs to 1 didn't help nor did the change to Intel PRO/1000 MT Desktop adapter. The issue of the host send pauses still happens, but far less frequently than it did previously. I've made some hardware changes (i.e. replaced the second plug-in PCI Ethernet adapter with USB one), so this may have something to do with with the improvement. This is the primary reason why I can't say with what release the issue was introduced. It happens so infrequently now (a few times a day at most vs. a few times per hour previously), so when it happens I may miss it, or by the time I login to check to see whether the issue is with send pauses, the issue is gone. The pauses are shorter in duration and far less frequent. I've tried many versions starting with 5.0 and up to 5.1.30 that I'm running now (running each one for at least a week) and I can't precisely point to the version that has introduced the issue.
