Audio is choppy and filled with static in Windows 98

Description
The audio in Windows 98 is choppy with lots of static in general. At first boot, not all of the audio is played as it skips from one part to the next with the music in the Welcome dialog and it sounds weird because of this.

I upgraded to VirtualBox 5.1.2 today and this problem appears to have been fixed in VirtualBox 5.1.2. I'll do some more checking with my virtual machine to verify that this is true. I see SB16 issues fixed in the changelog too and I'm assuming that's what has changed to fix the problem.

Please reopen if still relevant with VBox 5.1.6.
Thinking further, the audio is filled with static all the time but it is choppy with lots of skipping while playing the music at the welcome dialog. I'll need to experiment to see where else the choppiness and skipping occurs.
