vt-x problem with windows 3.1 and running a win32s program freecell

Description
when you install win32s and run freecell, windows 3.11 crashes and goes back to dos or freezes with the error if vt-x is not enabled, but i have it disabled because if you install windows 3.1 with vt-x enabled the windows 3.11 installer will eventually crash. please see https://forums.virtualbox.org/viewtopic.php?f=6&t=74560 for a talk about this problem, there are 2 pages to this.

i forgot for win32s freecell crashing when vt-x is disabled , it only happens when 32 bit disk and file access is enabled. so if you have it enabled win32s freecell only works when vt-x is enabled.

There are two separate problems here. One is the installer crashing with VT-x enabled, the other is Freecell crashing with VT-x disabled.
I know why the latter happens and we should have a fix soon, likely in the next maintenance release.

I believe both of the problems have been fixed some time ago. I'll close this as fixed unless someone can still reproduce either of the two issues with VirtualBox 5.1.22.
One of the problems was incorrect SGDT instruction emulation (Freecell crash), the other problem was incorrect VGA access emulation in "complicated" cases (Windows setup crash).
