Remove option for Quick Launch shortcut from installer

Description
There should not be an option for a Quick Launch shortcut in the Windows installer. This feature was deprecated 6.5 years ago with the launch of Windows 7; then it took a settings change to bring it back. With Windows 10, it takes a registry hack to bring back this feature.
