Mouse wheel configuration not used on Windows host and guest

Description
I have an Windows XP guest on a Windows 7 host and a mouse wheel (Steelseries Xai but I think the mouse model hardly means anything).
Mouse wheel is configured for a 4-lines scroll per notch both in the host system settings and in the guest system settings. In the host system this works (tested with Notepad++) but in the guest system, always with n++, I only get 1 line per notch.

I was using 4.3.6, now I upgraded to vbox and additions to 4.3.8 and the issue is not there any more, so please close this ticket.
