Cannot install extension pack on Windows 8.1 Host

Host: Windows 8.1 Ver 6.3 Guest: N/A VB: 4.3

Steps to produce issue.

1. Run "Oracle_VM_VirtualBox_Extension_Pack-4.3.0-89960.vbox-extpack" file.
2. Click OK or Agree or anything to make the way through.
3. Get the Error Dialog windows as in the first attached file or I simply copied it here.

No logs could be found as I tried. The program automatically deletes the temp folder it uses in the AppData/Local/ Temp folder.

Another related issue. The reason I'm trying the extension pack is to enable the USB support. I understand USB support does not require the extension pack (as ext pack only adds in the USB 2.0 support) yet I even cannot make the USB 1.0 run on my guest Windows 7 machine.

For details, my host machine is still Windows 8.1 whilst guest installation is Windows 7 home basic. And if I plugin the USB tick and open up the VB popup menu to choose "Device->USB->[my usb tick]" my guest Windows 7 machine does recoginze the hardare insertion and begins to install the driver for me. Unfortunately that installation always fails. See the second attachment for details.
