VBoxSVC fails to open ~/.VirtualBox/VirtualBox.xml file

I have fresh new installation of VirtualBox 4.2.18 on FreeBSD 11.
# pkg info -x virtual virtualbox-ose-4.2.18_1 virtualbox-ose-kmod-4.2.18
I used VirtualBox on this laptop a year ago, but have removed the old installation entirely since. I have removed ~/.VirtualBox directory manually.
When I start VBoxSVC, and then VirtualBox, the former fails:

True, there is no such file. According to documentation the file should be created and maintained by VBoxSVC itself, but this doesn't happen at my installation.
I'm ready to provide any additional information.

Please reopen if still relevant with a recent VirtualBox release.
I have manually put initial XML file (see attachment), and that was enough for VirtualBox to start and populate it.
