Here's a summary of how the translation process is handled.

There was originally ticket #2018 (https://www.virtualbox.org/ticket/2018) where all new and updated translations were submitted.

The ticket was getting too long and ticket #14091 (https://www.virtualbox.org/ticket/14091) continued the process, starting about two years ago. For the Czech translation, according to the table on ticket #14091, the maintainer is Radek Vybiral.

The fixes to the translations however are handled in ticket #4503 (https://www.virtualbox.org/ticket/4503), where you should put the patch or contact the maintainer of the translation to apply the patch.

Now (and here's the problem), there has not been an update to the Czech translation since 2012. You won't find anything in the new ticket #14091. You may want to contact "michael" to see if the Czech translation is still active, and if you are interested (it looks like it) you can take over the Czech translation.
