[vbox-dev] Translations policy proposal

I would recommend a new policy, to drop translations, that do not
achieve at least 70% completeness on every major release (4.1.0,
4.2.0, etc...).

Also new translations should require at least 85% of completeness
before being accepted into official VirtualBox distribution.

The reason is that incomplete translations are quite useless for the
target audience (local users, that don't speak English). Moreover,
they create bad name for VirtualBox project and for the Open-Source
community in general.

Incomplete translations can be kept on the VBox forum, for developers,
but should not be inside the official distribution.
The same way as the VirtualBox project should refuse to accept buggy
patches, we should refuse to ship buggy / incomplete translations.
