Guest reports random (typically very low) CPU frequency

Description

I am running VB on Intel Core2 Quad CPU (Q8400) @ 2.66GHz. My Fedora 13 guest reports random, typically very low CPU speeds (and sometimes hangs because of that), independent of how many cores it is assigned and whether or not CPU hotplugging is enabled (see the attached dmesg.log).

I tested the same host with KVM guests, and the CPU speed was always detected/reported correctly.

This may be related to #2227 and possibly some other newer tickets.

Still relevant with VBox 4.0.6?

Unfortunately, I don't have the hw on which I observed it available for testing anymore - due to bugs in VB, I switched to KVM. Sorry.
