Upgrading from VirtualBox 6.1.34 to 6.1.36 on Windows results in incorrect drivers

Description
Windows 11 Home. No previous installations of VirtualBox. Steps to reproduce:
Install 6.1.34. Install Extensions for 6.1.34. Create a VM (does not matter what it contains). Upgrade to 6.1.36. Install Extensions for 6.1.36.
Inspect \Windows\System32\drivers\vbox*.sys. You should see: VBoxNetAdp6.sys, VBoxNetLwf.sys and VBoxUSB.sys.
Uninstall VirtualBox. Reboot. Inspect \Windows\System32\drivers\vbox*.sys. You should see: VBoxNetAdp6.sys, VBoxNetLwf.sys and VBoxUSB.sys.
Manually remove VBoxNetAdp6.sys, VBoxNetLwf.sys and VBoxUSB.sys. Reboot.
Install 6.1.36. Install Extensions for 6.1.36 (confirm re-installation of extensions). Inspect \Windows\System32\drivers\vbox*.sys. You should see: VBoxNetAdp6.sys, VBoxNetLwf.sys, VBoxSup.sys and VBoxUSBMon.sys.
It would appear that (1) the upgrade code in the 6.1.36 installer does not correctly remove the older drivers, (2) the 6.1.36 uninstaller does not correctly remove the (older) drivers, and (3) the upgrade code in the 6.1.36 installer does not correctly install the new drivers.
