Guru meditation when trying to run DesqView on DOS (Windows Host)

Description
Fresh install of MS-DOS, installed QEMM 97 and DesqView/X 2.1, when I try to run DesqView I get a Guru Meditation error.

I can send my virtual machine files if it'll help squash this bug, would save the time of having to set up a virtual machine and install the software on it.
