OSX: Mini Toolbar is not visible in Full Screen mode

Description
Frequently the mini toolbar is not visible when running in full screen mode. Occasionally it is, and I have not figured out what makes it sometimes work.
Running OSX 10.6.8.

Guest OS was Ubuntu 11.04 64 bit, I was logged in using Ubuntu Classic.
