Extension Pack and Save State Checks broken

Description
A VM created with an older version and USB extensions was restarted without USB extensions. This gives a warning, but the machine starts.
After saving the machine state, the machine cannot be restarted. There is an error about the extension being part of the saved state, which is not the case.
After installing the USB extension there is an other error. Now the machine cannot be restarted, because the USB extension is NOT part of the saved state.
So there was no way the get the machine resumed in this constellation. So the saved state has to be discarded in this case.
