Cannot save USB setting

Description
I have a Windows 7 guest VM, I can check/uncheck the checkboxes in VM Settings->USB section and save my changes.
However, I cannot change these settings in other two VMs (Ubuntu and Fedora).
I have the ext pack installed.

This VM setting does not have the described problem

For the Ubuntu VM and for the Fedora VM you have the absolute pointing device enabled (VBox did this probably automatically for you). This setting can be found on the System page in the VM settings.
The absolute pointing device is a USB tablet which requires the USB controller. Therefore you cannot disable the USB controller for this VM. The absolute pointing device improves the feeling with guests which don't have the VBox guest additions installed.
What makes me wonder is that the USB controller is disabled in both settings files, did you force this manually?

In that case the program should provide a UI to warn user about this.
I manually edited the vbox files, and everything works fine. So is that dependency really needed?

No, and actually I see a warning if I try this. Don't you see a warning about non-optimal settings detected?
Please attach the machine settings files of the two VMs where you can't save the USB setting.
