Install guest additions does not work with Win 7 32 guest

Description
As of the new 4.x version, install guest additions from the Devices menu on a VM does not work on Win 7 32bit guests. It works on Win XP 32bit guests. It does mount the ISO, but does not autorun. If you manually launch the CD, you get some command line instructions instead of it installing. If you manually explore the CD and run the vboxwindowsadditions.exe then it works. Apparently the ISO in the new version is not Win 7 autorun compatible? In addition, once it finishes installing and tries to reboot, Windows says that the installer isn't responding and restart needs to be forced.

If the installation does not automatically start then autorun is most probably disabled for your guest CDROM drive. Please start the -x86.exe or -amd64.exe executable.
