Win2003 guest cannot change video resolution with Guest Additions installed

After installing the guest additions, the gui resolution and color depth cannot be changed beyond 640x480 4-bit.
Guest OS: Windows 2003 server, 32-bit, 2 processors Host OS: Windows 7 professional, 64 bit, Intel i7, 8GB RAM
I have reviewed other tickets. Changing the video memory to 64 MB did not help.
To workaround, I have uninstalled the guest additions.

Same issue with random XP guest systems. Sometimes just doing a reboot will fix the issue.
