Some of packets in the log (like one at 01:48:29.528) is a client request to drop the connection. Other packets looks OK and contain encrypted data, so it looks like the server could not decrypt them. There is also a connect request, which probably arrived at a wrong time, because it was rejected by the server.
Probably there are network problems. The client could send disconnect requests because it also detected an invalid packet.
I could send you a debug version of VRDP binaries to get a full log, which will tell why exactly the server rejected these packets. If you would like to help, please send me an email to Vitali dot Pelenjow at oracle dot com and I'll give you a link to the debug binary.

This RDP connection is going through a tunnel.
I think occasionally it may interject some "garbage" into the line, but it is very hard to diagnose.
What I would like to see is the VRDP port a bit more resilient and not close the socket so quickly.
