Captured mouse pointer is not released with Right-Control keypress on Windows when Canadian Multilingual Standard keyboard layout is active

Reproduction steps:

  1. Use Windows control panel Regional Settings applet to add 'Canadian Multilingual Standard' keyboard layout and make it the default
  2. Start VirtualBox
  3. Start a VirtualBox guest OS which doesn't have Guess Additions installed
  4. Click in the guest window, observe mouse is captured
  5. Press Right-Control, observe that mouse is not released and remains captured.
