Guest Window doesn't automatically resize after restart

I have a windows guest on a linux host. I use the windows vm in full screen mode. when I am finsihed, I do a savestate from the command line.
when I restart the machine, the screen size is different and when I change the window size the display size does change, I have to savestate whilst it is in non full screen mode to have the automatically resize window feature work

Are you talking about changing the host resolution while the guest is in the saved state and the fact that the guest does not automatically resize when it is resumed? If so then I believe that this is a known issue.

No, steps involved.
Running Windows Guest on linux Host in full screen mode
in cli issue savestate command
from VirtualBox restart (or from commandline) VM
The VM starts in non full screen mode. If I resize the guest VM's window the desktop doesn't resize on the guest VM. I have to savestate and/or change to seemless mode and back to windowed and then back to full screen for windows to resize its screen
Once it is back in this mode I can change the windows size and the desktop automatically resizes to fix the new window size

Please attach both VBox.log files (one when you save the session with savestate, the other when you restore the session).
