Seamless mode is all-or-nothing

Description

Bringing one guest-window to the foreground in seamless mode, brings all guest-windows to the foreground, obscuring the natively-running apps.

For example, if I have:

  1. An xterm running in the upper left corner,
  2. Another xterm in the lower right corner,
  3. Microsoft Outlook in the center,

clicking on the first xterm's titlebar will bring both X11-programs to the foreground, obscuring not only the upper-left portion of Outlook, but also the bottom-right segment...

This is both undesired and unexpected. Though my current VB-version is 6.1.10, the problem is not new -- I've had it since my first encounter with VirtualBox years ago.

My guests are all X11-based (FreeBSD and Linux), but someone else told me, they have the same problem with a Windows guest.

Seamless mode is also broken running Windows 10 Host and a Windows 10 Guest. It was broken in 6.1.12 and it is still broken in 6.1.14.
