I am on Gentoo system with kernel 4.10.0 and guest is running Windows 10 x64 - hardware is Dell XPS 9550 with USB-C.

Situation is similar to that old bug, while having about 2-10% CPU usage in guest, the host VirtualBox processes consumes about 20-50%. I checked the USB config and I was using default OHCI 1.x, I switched it off, while GUI tells you that it will be enabled by default anyway on the start and tested again and voiala, the load dropped down. Note that I was experiencing this issue for few weeks.

Now I switched to xHCI and the load is still low. So it actually only happened on newly installed Windows 10 with default VM settings.

I think the only way to reproduce this behavior is to reinstall Windows in new guest again.
