Can't create host-only network

Description

I've been beta testing OSX 10.9 DP2 and cannot create a host-only network interface. I'm given the following error:

Failed to create the host-only network interface.

VBoxNetAdpCtl: Error while adding new interface: failed to open /dev/vboxnetctl: No such file or directory

If I reinstall vbox I am able to create a host-only interface. However, I have to re-install after every reboot. Any ideas why /dev/vboxnetctl isn't being created? Is there a kernel module thats failing to load?

This issue has been affecting a lot of Vagrant users on OS X Mavericks https://github.com/mitchellh/vagrant/issues/1671
