Regardless of the VM window's size, scroll bars exist for the guest, even when there is extra window space around the guest. The scroll width is about the width of the opposite scroll bar.

If the VM width is more that wide enough for the VM, the scroll gap is about the size of the vertical scroll bar. The VM can be scrolled by that amount. It appears to be an arithmetic error.

This would not be much of an issue, except... As the mouse leaves the VM, the window is scrolled a few pixels as though the scroll bar were grabbed. The mouse does not need to pass over a scroll bar for the effect to happen, it only needs to leave the VM's space.
