Hot Swap USB device causes Modem Diconnect

I have two laptops both have the same version of VBOX (4.1.8). The machines run Win7 64 bit, and the other Win7 32bit (RAM 4 GB, about 1GB assigned to the Guest).
I have a USB Wimax Apapter that I use only in the Guest Windows XP sessions on both laptops (http://www.clear.com/support/download/usb/clear-4g-mobile-usb). Driver is only loaded in the guest OS.
The Wimax device connects online and has no issue until I insert or remove another USB device from the laptop (the Wimax Device is immediately knocked offline).
I have other Wimax devices (and get the same issue). The guest build on each laptop is unique (I did not clone/copy etc, built fresh).
