Okay, Thanks, bug #16028 is indeed fixed. (source code would help)

This revealed us another similar and related bug, #16053 -
Multi Monitor: Atypical configurations - mouse desync from window dragging

Basically some areas (monitors) are only accessible via mouse cursor,
while others are accessible only via window dragging, and there is a
desync between the two mouse actions.
