well, 4.6.2 has the fix directly from Upstream
https://sources.debian.net/src/linux/4.6.2-1/include/uapi/linux/ethtool.h/

this isn't a Debian specific patch, the issue here is that Ubuntu xenial and yakkety have
linux 4.4.x
