Vbox video card can have up to 8 monitors (AFAIK) per VM.
Or you want multiple VMs, each for one user ?
You will need multiple keyboards and multiple mouse pointers.
I think using USB pass through for input devices is the way to go.

To be honest : I don't believe it will save you dollars, because running a
strong server with 8 users and Xeon ($5000) is more expensive than 8 cheap
PCs, for $300 each.
And it is completely impossible to run 8 users on a cheap PC-as-a-server
and modern operating system due to hard disk speed and low RAM constraints.
(using older Windows 2000 or XP could work).
