Why do you only do that for timeval and not timespec just below?

I've committed the change for both but restricted the test to

 ... || (defined(RT_OS_NETBSD) && defined(_SYS_TIME_H_))

so that not to conflict e.g. with FreeBSD that uses the same include
guard.

Please, verify.
