[vbox-dev] Activate IHostNetworkInterface via API

Which host OS? Normally there's no need to do this, as interfaces 
shouldn't be disabled randomly... it's to my knowledge not easily 
possible without annoying (and disruptive) approaches like deleting the 
host-only interface and recreating it with the same settings.
