so, I wonder, simulated video card dose not support this function call ?

Could you specify how exactly do you ask for "Vertical synchronization", which does not work?
Setting D3DPRESENT_PARAMETERS::PresentationInterval to D3DPRESENT_INTERVAL_ONE in IDirect3D9::CreateDevice should produce no error as far as I can tell.
