Use nbd locally with qemu-nbd:
modprobe nbd
qemu-nbd -c /dev/nbd0 [path-to-image]
View the partitions:
parted /dev/nbd0 print
Select a partition and mount it; for example:
mount /dev/nbd0p1 /mnt/vdi
